Sandy Penfold

Sandy was a Service Director with Stockport Council – a 4* (Excellent) rated Council.  Stockport is a metropolitan authority of just under 300,000 population in the Greater Manchester conurbation.  While it shares many of the characteristics of an inner-city authority, it is generally prosperous with a buoyant economy.

During her 32 years at Stockport Sandy had wide ranging management responsibilities in fields as diverse as transportation strategy, property and estates management, environmental health, waste management and recycling.  However, the main focus of her career has been urban regeneration.

Her ability to develop long term strategies and translate these into deliverable projects has resulted in a number of award winning developments.  Sandy is passionate about regeneration and has worked hard to establish a wide range of partnerships with other public sector agencies and private sector partners to bring about change.

Since returning to live in Barbados Sandy has worked as a consultant for the Government of Barbados preparing S18 and S19 reports on behalf of the Chief Town Planner and jointly with Kim Penfold undertook a review of the procedures governing S18 and S19. Sandy was also part of a small consultancy team responsible for the reform of the town planning legislation in Barbados which resulted in the Planning and Development Act 2019.

In 2014 Sandy was appointed Visiting Planning Inspector by the Government of Bermuda.  In Bermuda she hears appeals and advises the Minister on appeals against planning decisions.

Sandy is an active member of the Barbados Town Planning Society, taking a lead in organising their seminars and events programme.

Sandy was educated at Queens College Barbados, Girton College Cambridge and Sheffield University.  She has degrees in Geography and Town & Regional Planning and is a Chartered Member of the Royal Town Planning Institute.
